Dr. Bill Hefley

Dr. Bill Hefley is an Associate Teaching Professor at Carnegie Mellon University (Pittsburgh, PA, USA), and Associate Director of the IT Services Qualification Center (ITSqc). Within the ITsqc, Dr. Bill Hefley is involved in model and evaluation method development, and design of measurements to determine the impact of process improvement models. He is currently working in the areas of IT-enabled services and led the effort to develop the eSourcing Capability Model for Client Organizations (eSCM‑CL), a best practices model for organizations involved in sourcing IT-enabled services. He is an instructor for the eSCM for Service Providers  course, as well as the eSCM-CL course. He is a Lead Evaluator for eSCM and a member of Carnegie Mellon’s eSCM Certification Board.

Dr. Hefley was a Senior Member of the Technical Staff at the Software Engineering Institute (SEI) from 1987-1996 and a Visiting Scientist from 1996-2002, where he led the team that developed the People Capability Maturity Model (P‑CMM®) and its assessment method. The P-CMM is currently being used in many countries and has been published in US, India, Japan and China.  He was instrumental in launching the SEI's initial software process improvement efforts.

He is a Managing Principal Consultant with Pinnacle Global Management, L.L.C. (Wexford, PA, USA). He has led or performed SPAs, CBA IPI, SCAMPI, People CMM, and the eSCM appraisal methods. Bill co-led the first joint CMM and P-CMM appraisal and was a member of the TCS Enterprise Appraisal SCAMPI Appraisal Team for CMMI and P-CMM during 2004.

He has over thirty years of experience in information technology and organizational diagnosis and change. He received his Ph.D. in Organization Science and Information Technology from Carnegie Mellon University. He also received an M.S. in Engineering and Public Policy from Carnegie Mellon University and an M.S. Systems Management and a Graduate Certificate in Information Systems from the University of Southern California. He also received baccalaureate degrees in Computer Science, Political Science and Psychology.
